General Information - 

To have the "Administrative Tools" show up at the Start Programs listing you do the following.

Right Click the task bar
Select Properties
Click the Advanced tab at the top of the window
Look in the white "Start Menu Settings" selection box
Click on the "Display Administrative Tools" checkbox so it is checked
Click the Apply Button
Click the OK button to finish

When you are done there will be a new selection when you click Start Programs, as follows
